Job Posted: March 02,2010 UNITED STATES DISTRICT COURT, NORTHERN DISTRICT OF ALABAMA Position Title: Chief Deputy Clerk Grade Range: JSP 14/15/16 Salary Range: $95,010 - $162,900 Location: Birmingham, Alabama Opening Date: February 16, 2009 Closing Date: March 31, 2009 Salary is dependent upon experience and qualifications. POSITION OVERVIEW:The Chief Deputy reports directly to the Clerk of Court. This management position is responsible for assisting the clerk with the administration, supervision, planning and management of the operations of the Clerk's Office. The Hugo L. Black U. S. Courthouse is a court operated building under the delegation program, and this position will be responsible for assisting the Clerk in supervising the day to dayoperations of the building. Performs dual functions in areas of space and facilities and budget for both the court unit and the delegated building program. In the absence of the clerk the Chief Deputy assumes all of the functions and responsibilities of the Clerk. DUTIES:Among other duties, the Chief Deputy Clerk is responsible for assisting the clerk in effectively managing these support services: automation, case administration including CM/ECF, courtroom services, intake, records management, training, statistical reporting, quality control, finance and budget management, space and facilities and human resources management. Prepares for the Clerk of Court short and long-range plans for the efficient operation of the courthouse under the delegated building program. This will include repairand alteration projects, improvement of utility systems, space utilization, contract requirements and budget projections. QUALIFICATIONS: A bachelor's degree from an accredited college or university is required. An advanced degree in law, public administration, business administration, judicial administration or related fields is preferred. Federal court experience, including familiarity and in-depth working knowledge of the District Court processes is preferred. Applicant must possess excellent written, verbal and presentation skills; knowledge of case proceedings and case management practices, standards for case flow, federal courtrules, human resource management, training and general court management principles. Demonstrated analytical and interpersonal skills. Demonstrated ability to assume and delegate responsibility. Knowledge of office automation. Knowledge and experience in space management principles and techniques preferred. EXPERIENCE : To qualify for this position, the applicant must possess at least six years of experience:three years of general administrative and three years of specialized experience. Educational substitutions may be made for some experience requirements. General experience is described as progressively responsible administrative, professional, investigative, technical or other responsible work which provided an opportunity to gain (a) a general knowledge of management practices and administrative processes, (b) skill in dealing with others in person-to-person work relationships and (c) the ability to exercise mature judgment. Specialized experience is progressively responsible experience in administrative, supervisory, managerial, or professional work, which provided an opportunity to acquire a thorough knowledge of the basic concepts, principles, policies, and theories of management.MISCELLANEOUS: The Chief Deputy Clerk is an excepted service appointment. Excepted service appointments are “at-will” employees who serve at the pleasure of the court and can be terminated by the court with or without cause.Candidates must meet citizenship requirements for employment by the United States Courts. This position is subject to mandatory electronic funds transfer (direct deposit) of net pay. Reimbursement for travel and/or relocation is not available.
